Your Lordship's consideration copies of the correspondence

detailed in the annexed schedule on the subject of in-

-creasing the number of Judges of the Supreme Court of this

Colony.

-commend to Your Lordship the appointment of a third Judge

for Hongkong was largely based on the views embodied in

the minutes of the Acting Colonial Secretary and the

Attorney-General. The former has in the course of the last

eleven years five times acted as Pulsne Judge for an aggre-

-gate period of three and a half years while the latter

has twice acted as Chief Justice for an aggregate period of

eleven months including the nine immediately preceding the

arrival in the Colony of the present Chief Justice. During
